Dear Fellow Colleagues and Value CSEA Unit 9200 Members,
We hope this message finds you well.
Here is this week’s update for members. Please read through and share with coworkers who may not have received it.
- PAC Call to Action — Door Knocking, Saturday, October 17
Endorsements matter, but they do not win elections by themselves. Our endorsed candidates win when members show up: at the doors, in the districts, and in the conversations that move votes. October 17 is one of those days.
We will meet at 12 noon for a light lunch, then head into the districts in Yonkers to knock doors for our endorsed candidates. This is the work that turns a recommendation into real support: neighbors talking to neighbors, and members standing behind the people who stand with us on the issues that affect our jobs, benefits, and communities.
An hour matters. Two hours matter. Three hours matter. Every door is a chance to explain why these candidates earned our backing and why that backing has to be matched with action.
We will meet in Yonkers. The exact location will be sent closer to the date.
If you can volunteer an hour, two, or three on October 17, reply to this email and RSVP. Please tell us how long you can stay so we can plan routes and coverage.
Lunch will be ready. You bring the energy. See you there.
- Health and Safety — Mount Vernon and Yonkers District Offices
Thank you to everyone who attended today’s safety meeting. We had another productive discussion with representatives from the Mount Vernon Mayor’s Office, Department of Public Works, and Police Department on continued efforts to improve safety around our District Office.
We again raised the need for increased police presence and enforcement, especially during morning and evening hours. We are also grateful for the immediate response and progress that followed our last meeting.
Mount Vernon DPW again delivered: updated signage and street markings were being installed while the meeting was underway (see attached photos). That is a clear example of what continued communication, collaboration, and a shared commitment to safety can accomplish.
This is only the beginning. Stay tuned for more upgrades and improvements.
We thank the Mount Vernon Mayor’s Office, DPW, and Police Department for their responsiveness and collaboration in making the area around our District Office safer for our members, employees, and the broader community.
We also heard member concerns about the single police officer shift in the afternoons, underscored by an incident that required police intervention. We raised this with County Administration and the Commissioner of Public Safety. The second officer shift has been restored, effective this week.
Thank you for staying engaged as we keep pushing for these improvements.
- Labor-Management Committee Highlights
With several departmental LMCs fully underway, here are highlights from recent meetings:
- Public Safety: Member concerns about uniforms have been raised and are being addressed, along with facility maintenance issues that were brought forward.
- Environmental Facilities: We affirmed that the overtime clause in our collective bargaining agreement also covers standby phone-call pay, which is a minimum of four hours under the contract. We also agreed to restart health and safety monitoring and reporting in light of issues raised at DEF facilities and their aging infrastructure.
- Health: We agreed to review all departmental out-of-title assignments, with a plan to address both short-term and long-term needs in a way that benefits members and County operations. We were also advised of a department-wide emergency communication platform, Crisis24, that members can opt into for real-time updates. This is especially useful when information is needed before the start of a shift.
Please keep raising issues and concerns, either directly with the Unit Office or through your Labor-Management Committee representatives and shop stewards.
- ADA Accommodation Process
We want to share information about the County’s Americans with Disabilities Act (ADA) accommodation process, including for members who have until recently been teleworking under an informal arrangement.
The ADA accommodation process is not a contractual matter. It is governed by federal and state law and must follow the established procedure. Depending on your medical or disability-related needs, you may be eligible to request telework as a formal ADA accommodation. The County’s ADA forms and related materials are available here: https://cww.westchestergov.com/PersonnelDoc/Americans%20With%20Disabilities%20Act/
We are ready to help guide you through the process and assist with the forms. Because this is an external process, the determination itself is made outside the grievance procedure.
If your request is denied, we suggest contacting the Westchester County Office for People with Disabilities:
Jeffrey Zitofsky, Program Administrator
Westchester County Office for People with Disabilities
Tel: 914-995-2956
TTY: 914-995-7397
Email: jmza@westchestercountyny.gov
If an appeal is also denied and you believe the decision was unreasonable, we strongly advise that you consider filing a complaint with the New York State Division of Human Rights: https://webapps.dhr.ny.gov/discrimination-report
Contact your steward or the Unit Office if you have questions or would like help with the forms.
5) Parking Alternatives at White Plains!
County Administration has approved our proposal to open additional parking at the County Center East Lot, as discussed at last week’s General Membership Meeting.
The fee is $10 per month ($5 per paycheck). Accepting a space will not affect your place on the White Plains Parking Waiting List.
We encourage members to consider this lower-cost option. We also asked the Administration to provide a bus pass for employees using the lot. Because of budget limits, the County was not able to provide a shuttle.
Spaces are limited and demand is already high, so assignment will be by seniority from the existing White Plains Parking Waiting List, based on grade and years of service. If you are not on the list, you can still add your name; your seniority will be applied the same way, and spaces will be offered from that master list.
To be considered, make sure you are on the waiting list. If you are interested, contact DPW-Parking at DPW-Parking@westchestercountyny.gov to make arrangements.
Thank you to the CSEA Joint Parking Committee for its continued advocacy, and to County Administration for working with us on this more affordable alternative. We appreciate your patience as we keep working to expand parking options for members.
6) Annual Meeting Registration Is Open!
Registration forms and this year’s menu are attached. Last year we capped attendance at 325 and still had to turn members away. This year the cap is 400 so more of you can join us. Seating is first come, first served until tickets sell out, so do not wait. Payment is due upon registration for everyone listed on the form.
A note from last year’s guests: do not miss the cocktail hour. It was outstanding, and this year promises to be just as memorable.
